@d2lover yes probably. But as I see it interaction/talk is needed for this game to function. I do prefer to have talks, shared opinions and thoughts, than just what I can call for now... Noodling? Granted I am not experienced enough, but it doesn't cut me from having feelings about things. And people, or characters, so to speak.
 
Surely the recruitment must have some restrictions, else you would be recruited with a lot of information that could immediately mean the destruction of atleast one cartel.

Regarding the informant, I'm guessing that D2DC included a recruitment function to rebalance the game in some way. The original setup is meant to be 7 players, which expanded to 9 due to participation. In order to give the DEA agent more of a chance in the expanded setup, the informant (i.e. recruitment) ability was probably added.

If I had to guess in regards to the informant, there has to be some form of restriction on the flow of information. I doubt that they can now "talk" to each other like some form of night chat, as that would seem pretty broken to me. I also don't think the informant would be able to outright say who his/her leader is, so they will probably try to get this information to the DEA agent in a different way. If anyone is following my train of thought, bonus points to anyone that can guess the best/most likely way the informant would tell his DEA buddy who his leader is.
