I fail to see when this ability would be decent if it was only for bosses.

Then I think it is more likely that each cartel has an sicario that is an assassin with a 1-shot triggered kill ability and a boss with a 1-shot kill ability.
I think the fact that the Anarchist (DEA) can recruit, makes me think that he doesn't stay that close to mechanics in the wiki setup.Sorry guys I'm falling asleep...I'm not dead, just it took so much time that I am going to sleep too.

because - based upon WitP wiki - if he was a cartel leader, and uses some one-shot+reveal at random like this, he would loses the game anytime, as he is known from the DEA
- hit is the opposite cartel leader? Boom first cartel vanishes, and the DEA can kill him directly. DEA wins.
- hit any guard? Oh wait, DEA just have to focus on finding the other cartel leader. Would he be found and lynched, he would try and shoot his bullets even at death: DEA kills him + any other, his cartel loses anyway, and on a lucky shot the DEA wins, on a guard second shot the DEA loses.
True D2DC can play with the rules too, but he must have kept somehow close to the mechanics still.
That, and you can add the fact that he reveals that he has this ability for the night only, etc, just re-read @Zhao_Yue's posts. He can be lying. So could coju and Pyro. Ready to go for another mistake, really? You can choose to trust no-one, for now it's plain failure.

True, but just like the DEA has informants (OP?), maybe the leaders have been buffed as well.But the point of the Heir/Boss kill ability is that is makes them vulnerable. It would be weird if the bosses could use their kill ability anonymously no matter the circumstances.
At least weird in the sense of how the wiki games are described and more importantly balanced.
