Well imo page 17 locked him...maybe I am wrong on the interpretation of the locking rule though...

I'll be waiting for a confirmation from @D2DC before doing anything with my vote...I must have missed something, like an unvote on a previous vote (maybe coju?). That would be a so big move I wouldn't call it intentional, but that if confirmed I would have in my head forever after that...
